Company: Government Contractor specializing in intelligence,law enforcement and defense.

Location: Alexandria, VA

Hours: On call basis

Pay Rate: $30-$50/hour, commensurate with experience

Job Description: Government contracting firm seeks experienced writers with government contracts and and RFP experience to work with project management teams to respond to federal government requests for proposals (RFPs). Responsibilities include:

  • Conduct comprehensive reviews of government RFPs including win themes, bid strategy, management solution, technical solution, teaming, and pricing.
  • Review and analyze RFP’s for key bids for contractual and cost/pricing requirements.
  • Develop proposal plan, including proposal outline, compliance matrix, and proposal schedule.
  • Coordinate proposal reviews to ensure compliance with solicitation requirements;
  • Conduct contractual and price negotiations with customer contractual representative.
  • Write various proposal sections, including executive summaries, past performance/qualifications, and staffing and organization. Coordinate with management personnel to ensure accuracy.
  • Work with subject matter experts (SMEs) to ensure completion of technical sections of proposal in accordance with RFP requirements and capture strategy.
  • Monitors company performance for conformity to original proposals and reviews to ensure that all contractual terms and conditions are met.
  • Prepares cost proposal information for contract modifications and requests for equitable adjustments.
  • Coordinates with customer contractual representatives as required.
Qualifications:
  • Bachelors Degree
  • 3-5 years experience working with and responding to government RFPs
  • Working to expert knowledge of contracting concepts (particularly government), Uniform Commercial Code, applicable public contract acquisition law and regulations, etc...
  • Use of independent judgment and creativity applied to resolution of contract issues
  • Strong to excellent analytical, communication and negotiation skills
  • Expertise in MS Office.
  • Law Enforcement Agency/Security background (preferred)
  • Security Clearance (preferred)
